Norwegian Prime Minister Jonas Gahr Stoere announced that the government will impose severe restrictions on the use of artificial intelligence tools in schools, including an almost total ban on elementary school students (1st to 7th grade, 6 to 13 years). Only older students will have limited exceptions. The measure, released by the NTB news agency and reflected by Gizmodo, is one of the most rigid ever adopted by a Western country and rekindles the global debate on the limits of technology in early childhood education.

Why is Norway restricting AI in schools?

The Norwegian government cites studies that point to negative impacts on cognitive development and basic learning ability when tools such as ChatGPT are used without supervision. For Prime Minister Stoere, the AI can "replace the mental effort necessary to learn fundamentals such as reading, writing and mathematics". The decision also reflects concerns about privacy and data protection for minors, aligning with the cautious approach that Europe has adopted in relation to AI regulation.

New restrictions rules IA schools for each age group

For students from 1st to 7th grade (6 to 13 years), the use of generating AI in school activities will be practically prohibited. Exceptions will only be granted in specific cases, such as adaptations for students with special needs, subject to prior parental and school authorization. For students from the 8th year onwards (14 years or more), restrictions are more flexible — they can use AI in supervised tasks, provided the pedagogical objective is clear and the teacher assesses the impact. The measure will enter into force from next school year.

How do other countries deal with IA schools restrictions?

Norway's not alone. Countries such as Italy, France and Japan have already imposed partial restrictions on the use of AI in classrooms, while others, such as Israel, have invested in national strategies to integrate technology in a sovereign and controlled manner. Israel’s National AI Plan (/noticias/plano-nacional-de-ia-israel-governo-aprova-estrategia-para-soberania-tecnologica) is an example of how governments are seeking to balance innovation with protection. The Norwegian decision, however, is one of the most restrictive and may influence other Nordic countries to follow the same path.

Impact of restrictions AI schools for educators and developers

The news alerts educational technology companies that develop AI-based tools. The Norwegian market, although small, serves as a regulatory thermometer for Europe. Experts point out that the measure can slow down the adoption of AI in schools, but also make room for more transparent solutions aimed at real learning, rather than simply automating tasks. The decision also reinforces the importance of AI governance policies, as discussed recently in the article on AI agents and governance crisis, although focused on education.
